Address by His Excellency Prime Minister General Commander of the Armed Forces, Mr. Nuri Kamel al-Maliki on the occasion of the withdrawal of U.S. troops and the end of the job of fighting in Iraq

ايها الشعب العراقي الكريم Dear Iraqi people, the Holy

 

يسعدني ان اتحدث اليكم في هذا اليوم الذي يمثل علامة مضيئة في تاريخ الشعب العراقي وكفاحه الطويل والشاق من اجل نيل حريته وحفظ كرامته وتعزيز دوره الانساني والحضاري ، انتم اليوم ،ايها الاخوة والاخوات ، على موعد مع عيد وطني جديد تستعيدون فيه سيادة بلدكم وترسمون مستقبله بايديكم ، العراق اليوم سيد ومستقل يملك قراره وكل مايتعلق بحاضره ومستقبله ،وسيبقى يوم الحادي والثلاثين من شهر اب يوما خالدا يعتز به جميع ابناء الشعب العراقي ،  وسيكون لقواتنا  واجهزتنا الامنية البطلة بعد هذا اليوم الدور القيادي في تثبيت الامن والدفاع عن البلاد ودرء الاخطار التي تتعرض لها داخليا وخارجيا ، لما تتمتع به من مهنية وكفاءة وحرص على مصلحة الوطن والمواطن بعيدا عن الحسابات والميول الفئوية والحزبية والطائفية  .
I am happy to talk to you on this day which represents a landmark in the history of the Iraqi people and their struggle long and hard for their freedom and save his dignity and to strengthen its role of human civilization, you today, dear brothers and sisters, on a date with a national holiday again recover your where the rule of your country and ye shall point out his future with your own hands Iraq today is a sovereign, independent has the resolution and related activities Bhadharh and future, and will remain on atheist and the thirtieth of August, days eternal cherished by all the sons of the Iraqi people, would be to our troops and our security champion after this day, the leadership role in stabilizing security and defense of the country and prevent threats to internal and external , because of its professionalism and efficiency and keenness on the interests of the nation away from the orientation of the accounts and factional, partisan and sectarian. 

وعلى الرغم من التحديات الكبيرة والخطيرة التي تعرض لها العراق خلال السنوات الماضية الا اننا استطعنا تجاوز الكثير منها على المستويات السياسية والامنية والاقتصادية والاجتماعية ، وكان الارهاب في مقدمة تلك التحديات ، فقد استكملت المنظمات الارهابية الدماروالخراب الذي خلفه النظام الدكتاتوري الغاشم من خلال عمليات القتل الجماعي والتهجيرالطائفي التي تضاف الى سلسلة الجرائم البشعة التي تعرض لها الشعب العراقي على مدى خمسة وثلاثين عاما  من القمع والاضطهاد والاستبداد والفقر والحرمان والتخلف والبنى التحتية المحطمة والخدمات المعطلة والعلاقات المتوترة مع دول الجوار والعالم .
In spite of the great challenges and serious suffered by Iraq in years past, we were able to overcome many of them at the political, security, economic, social, and terrorism at the forefront of those challenges, it has completed the terrorist organizations Damarokherab caused by the dictatorial regime oppressive during the mass killings and Altahjiraltaivi that added to a series of heinous crimes that the Iraqi people have suffered over thirty-five years of oppression and tyranny, poverty, deprivation, underdevelopment and broken infrastructure and services, broken and strained relations with neighboring countries and the world.

لقد واجه الشعب العراقي خلال السنوات السبع الماضية ارهابا منظما  انتهك كل المقدسات وارتكب افضع الجرائم بحق المدنيين العزل وخطط لاشعال حرب طائفية مقيتة مستغلا غياب سلطة  القانون وضعف اجهزة الدولة وقواتها الامنية التي كانت في طور التشكيل ،  لكن قواتنا الامنية تمكنت وخلال فترة زمنية قياسية بالمقارنة مع ضخامة الهجمة الارهابية من  تحقيق انتصارات كبيرة على طريق اعادة هيبة الدولة وبسط سلطتها وتحقيق الامن والاستقرار والحاق الهزيمة بالمنظمات الارهابيه التي فقدت حواضنها وملاذاتها وقتل رموز الارهاب مثل المجرمين ابو عمر البغدادي وابو ايوب المصري والعديد من امراء القتل والذبح .
I have encountered the Iraqi people during the past seven years organized terrorism violated all the holy sites and committed Avda crimes against unarmed civilians and plans to ignite sectarian war abhorrent taking advantage of the absence of the rule of law and the weakness of the state apparatus and its security forces that were in the process of formation, but our security forces were able in record time compared with the magnitude of terrorist attack of big victories on the road to restoring the authority of the state and extend its authority and to achieve security, stability and defeat terrorist organizations, which lost Hawwadhanha and sanctuaries and killing symbols terrorism, such as criminals, Abu Omar al-Baghdadi and Abu Ayyub al-Masri and several other princes, murder and slaughter. 

ياابناء شعبنا الكريم : Our honorable sons and daughters:

 
ان نجاحنا في القضاء على الحرب الطائفية وتوجيه ضربات قاصمة لتنظيم القاعدة الارهابي وحلفائه ، شكل ارضية مناسبة لتوقيع اتفاق سحب القوات الاجنبية في تشرين الثاني من عام الفين وثمانية والذي تم بموجبه كمرحلة اولى انسحاب القوات الاميركية من المدن والقرى والقصبات في الثلاثين من شهر حزيران من العام الماضي .

لو لم تكن هذه  الانجازات الامنية حقيقية وواقعية ، لما تمكنا من الانتقال الى تنفيذ الخطوة الأكثر اهمية ، وهي سحب القوات الاميركية كما يحدث اليوم ،هذا الانسحاب الذي لم يكن ليتم لولا تضحيات ابناء الشعب العراقي من جميع مكوناته  وبطولات ابناء قوات الجيش والشرطة  والاجهزة الامنية ومن ساندهم من ابناء العشائر الغيارى والقوى الوطنية المخلصة ،  كما اننا لاننظر الى  تنفيذ الانسحاب  على انه انجاز لشخص او حزب او طائفة او قومية , بل هو انجاز لكل العراقيين ونتطلع الى ان يقطفوا ثماره أمنا واستقرارا وازدهارا ، وهو يمثل من وجهة نظرنا فرصة ذهبية لتعزيز الوحدة الوطنية ونقطة انطلاق لبناء العراق بعد عقود الدمار والمعاناة وسياسات التهميش والتمييز والاقصاء .
If it were not the security achievements are real and realistic, we would move to implement the most important step, namely the withdrawal of U.S. forces as is happening today, this withdrawal which would not have been possible without the sacrifices of the Iraqi people of all components and the heroism displayed by the army and police forces and security services, and supported them of the sons of the tribes who care and national forces dedicated, as we Annzer to implement the withdrawal could be a breakthrough for a person or party or sect or nationality, but is an achievement for all Iraqis, and look forward to Iktefoa fruit secure, stable and prosperous, which represents, in our view a golden opportunity to promote national unity and the point starting to rebuild Iraq after decades of destruction and suffering and policies of marginalization, discrimination and exclusion.

ان النظام الديكتاتوري يتحمل كامل المسؤولية في انتهاك سيادة العراق واحتلاله ومحاصرته بالقرارات الدولية والعقوبات ، وان تنفيذ اتفاق سحب القوات الاجنبية  يشكل الخطوة الاساسية في استعادة كامل السيادة الوطنية وتحقيق تطلعات الشعب العراقي في اقامة دولة حرة مستقلة ومزدهرة وبما يؤكد رؤيتنا الاستراتيجية في عملية بناء دولة المؤسسات  والتزامنا الثابت منذ بداية عملية التفاوض مع الجانب الاميركي بأن سيادة العراق هدف استراتيجي في صدارة قائمة اولوياتنا الوطنية .

ايتها الاخوات والاخوة .. Sisters and brothers ..
 

كنا  واثقين بعد التوقيع على الاتفاق بان الانسحاب من المدن والقرى والقصبات سيتحقق رغم حملات التشكيك ومحاولات التقليل من اهميتة واعاقة تنفيذه ، وقد تحقق بالفعل في الثلاثين من حزيران من عام 2009 ، كما كنا واثقين ايضا من تنفيذ الانسحاب الذي يحدث اليوم ، ونعدكم باننا ملتزمون بتنفيذ الانسحاب النهائي للقوات الاجنبية من جميع الاراضي العراقية في نهاية العام المقبل باذن الله تعالى ، فلولا ثقتنا الاكيدة بان العراق وشعبة قد تمكنوا من طي صفحة الحرب الطائفية لما مضينا قدما في توقيع وتنفيذ اتفاق سحب القوات الاميركية.،  واني ،باسم حكومة الوحدة الوطنية ، اعدكم الايها الاخوة الاعزاء  ان الحرب الطائفية لن تعود ولن نسمح بذلك ..

 يؤسفنا اننا في الوقت الذي نتطلع فيه الى استعادة السيادة الوطنية الكاملة نواجه بحملات تشكيك ظالمة تقلل من شأن القوات الامنية وانجازاتها الكبيرة وتغض الطرف عن جرائم الارهاب بل وتعظمها ، والاغرب من كل ذلك ان الذين  يتحدثون اليوم عن مايسمونه بالانهيار الامني لم يتحدثوا يوما عن الانجاز الامني..
We regret that as we look forward to the restoration of full national sovereignty are facing campaigns doubt unfair to underestimate the security forces and its remarkable achievements and turning a blind eye to crimes of terrorism and even magnified, the more bizarre of all, people who talk today about what they call collapse of security did not speak once for the achievement of security. . وكيف كانت بغداد مدينة اشباح والمحافظات اسيرة بيد القاعدة وكيف كانت السيطرات الوهمية تخطف المواطنين وتذبحهم على قارعة الطريق وعلى الهوية .

 اننا على يقين بان الهدف الاستراتيجي وراء هذه الحملة المنظمة هو اعاقة عملية الانسحاب لصالح حسابات سياسية وتنفيذ اجندات مشبوهة  .

بالامس شكك البعض  بالاتفاق وبجدية عملية الانسحاب من المدن  وقبل ذلك , طالب الكثيرون  بجدولة الانسحاب حتى لو على مديات طويلة , وحين اصبح الانسحاب حقيقة , راحوا يشككون هذه المرة  بجاهزية القوات الامنية  وكفاءتها .

ان المستفيد الاول من حملة التشكيك هم اعداء العراق والمنظمات الارهابية وازلام النظام البائد ، فهذا الانجاز يسحب البساط من تحت اقدامهم ويفضح جرائمهم التي كانت ومازالت ترتكب بحق الابرياء تحت لافتة التحرير والجهاد .

مايفضح هؤلاء المدعين انهم اليوم يقفون ضد استعادة العراق لسيادته الوطنية ، كما  تفضحهم لغة الارقام والاحصائيات ، ففي الشهر الاول من عام الفين وسبعة فقط قتل الارهابيون اكثر من اربعة الاف عراقي في مدينة بغداد وحدها ، وهو رقم يقترب  من جميع قتلى الجيش الاميركي على مدى سبع سنوات ، انها مفارقة خطيرة تكشف عن  زيف  الشعارات والمخططات الشريرة والمشبوهة التي ينادون بها .

اننا حين نذكّر بهذه المآسي والفواجع التي تجاوزناها والحمدلله ، فان هدفنا هو ان لاننسى حتى لاتعود مرة اخرى ولايقتل العراقي اخاه العراقي على الهوية وحتى لاتكون معاناة الناس ورقة ضغط سياسية لتحقيق اهداف فئوية ضيقة .

وبهذه المناسبة ندعو القوى والاحزاب الوطنية الى تحمل مسؤولياتها في مرحلة مابعد الانسحاب وتوحيد الصفوف في معركتنا المفتوحة مع الارهاب واستكمال عملية بناء

مؤسسات الدولة والاجهزة الامنية ، لأن نجاحنا في المعركة ضد الارهاب مرهون بوحدتنا الوطنية ومساندتنا لقواتنا واجهزتنا الامنية ورفع مستوى جاهزيتها في المجالات المختلفة  وتمكينها من اداء دورها الوطني بقوة ومسؤولية ومهنية .
State institutions and security services, because our success in the battle against terrorism depends on our national and our support for our troops and our security and raise the level of preparedness in various areas and empowerment of a strong national role and responsibility and professionalism.
 

ايتها السيدات والسادة Ladies and Gentlemen,
 

بتنفيذ اتفاق سحب القوات تكون علاقاتنا مع الولايات المتحدة الاميركية قد دخلت في مرحلة جديدة بين دولتين متكافئتين وذات سياده ، وبما يمهد الطريق للانتقال في  العلاقات بين البلدين من مرحلة التعاون في المجال العسكري الى تنفيذ اتفاق الاطار الاستراتيجي الذي يفتح الابواب لتطوير العلاقات الثنائية في المجالات السياسية الاقتصادية والتجارية والعلمية والثقافية .

ولابد لنا هنا ان نثمن التزام الولايات المتحدة  الاميركية بتعهداتها  سواء خلال توقيع الاتفاق في عهد ادارة الرئيس السابق جورج  بوش او خلال تنفيذ اتفاق الانسحاب حسب الجداول الزمنية المتفق عليها في عهد ادارة الرئيس باراك اوباما ..
We must here appreciate the commitment of the United States obligations, whether during the signing of the agreement under the administration of President George W. Bush or through the implementation of the withdrawal agreement according to the timetables agreed under the administration of President Barack Obama ..
 

ان العراق اليوم الذي استعاد مكانته في محيطه العربي والاقليمي والدولي يتطلع الى اقامة علاقات وطيدة مع اشقائه واصدقائه على اساس حسن الجوار والاحترام المتبادل والتعاون والمصالح المشتركة  وعدم التدخل بالشؤون الداخلية ، واننا نحرص كل الحرص على طي صفحة الماضي والبدء بمرحلة جديدة من

علاقاتنا الاخوية الصادقة وان نعمل بكل جد وواقعية لمعالجة جميع الملفات مع اشقائنا ودول الجوار والعالم  لمافيه خيربلداننا وشعوبنا في الحاضر والمستقبل ، كما نتطلع الى زيادة التمثيل الدبلوماسي وافتتاح السفارات في بغداد والمساهمة الجادة في عملية اعادة البناء والاعمار .
 Our brotherly relations sincere and work hard and realistic to address all the files with our brothers and neighbors and the world to Mafany Khirpldanna and peoples in the present and future and also look to increase the diplomatic representation and the opening of embassies in Baghdad and a serious contribution in the process of rebuilding and reconstruction.


ان العراق الذي يمر اليوم بمرحلة جديدة هي الاكثر حساسية تستدعي من الدول الشقيقة والصديقة موقفا مساندا وداعما للجهود التي تبذلها الحكومة لتعزيز السيادة الوطنية وبسط الامن والاستقرار وتجفيف منابع الارهاب ومنع المنظمات الارهابية من اتخاذ اراضيها مقرات لزعزعة الاستقرار في العراق تحت اية ذريعة ، و نناشد  منظمة المؤتمرالاسلامي وجامعة الدول العربية ومنظمة الامم المتحدة لاتخاذ مواقف وقرارات حاسمة في هذا المجال والعمل على دعم العراق في الخروج من طائلة الفصل السابع  .

ان الشعب العراقي الذي استطاع تجاوز اخطر التحديات بتمسكه بوحدته الوطنية يتطلع الى تشكيل حكومة شراكة وطنية حقيقية تكون بمستوى طموحاته وآماله وتعوضه عقود الحرمان والاضطهاد والقمع والاستبداد وتوفر له اسباب الحياة الحرة الكريمة بالاعتماد على طاقاته وثرواته البشرية والطبيعية  والنهوض بالاقتصاد العراقي ذي المصادر المتنوعة والمتعددة  .
That the Iraqi people, who managed to overcome the most serious challenges his determination to their national unity is looking forward to the formation of a national partnership genuine to be the level of aspirations and hopes, and compensated for decades of deprivation, oppression, repression, tyranny, and provide him with reasons for free and dignified life, depending on its energies and its human and natural resources and the advancement of the Iraqi economy with diverse sources and multimedia.
 

تحية اجلال واحترام لشهداء العراق كافة ولعوائلهم المضحية ، ونسأل الباري جل شأنه ان يحفظ العراق والعراقيين من كل مكروه ، انه نعم الم و لى ونعم النصير ..
